NRSA Stipends and Other Budgetary Levels for Fiscal Year 2024

NIH has released NOT-OD-24-104, establishing the stipend levels for fiscal year 2024 Kirschstein-NRSA awards for undergraduate, predoctoral, and postdoctoral trainees and fellows, as shown in the tables below. FY 2024 stipend levels for predoctoral and postdoctoral trainees and fellows represents the largest year-over-year increase in recent history. The Training Related Expenses and Institutional Allowances for predoctoral and postdoctoral trainees and fellows reflect a moderate increase.

Subawards Team Expansion and Transition

To better serve our research community, the Office of Sponsored Programs Administration (OSRA) Subawards team has expanded and will manage all your needs for both incoming and outgoing subawards.

Effective immediately oversight and management of incoming subaward agreements and amendments will transition from the OSRA Operations team to the OSRA Subawards Team. The teams will continue to work collaboratively to ensure a smooth transition in the receipt, review, and execution of incoming subawards.

NEW SOP & Request Form for Advanced Accounts

OSRA, in coordination with Grants Accounting, has issued a new Standard Operating Procedure (SOP) for Advanced Account Requests. The SOP has been implemented to set parameters around when advanced accounts can be requested and how long they can remain in an Advanced Account. As there are institutional risks associated with advanced accounts, this is an essential policy to ensure the necessary steps are completed in a timely fashion and accounts are brought to full account creation status.

Revisions to Submitting a Progress Report for OSRA Review SOP

OSRA has issued a revision to its Standard Operating Procedure (SOP) for Submitting a Progress Report for OSRA Review. The policy has been updated to align with our current systems/processes and to outline expectations depending on sponsor type and submission mechanisms for active grant awards.

Executive Level II Salary Cap (NIH/AHRQ Salary Cap)

The President has signed an Executive order to implement the January 2024 pay adjustments. Effective January 1, 2024, the Executive Level II salary was increased to $221,900. 

Grant Applications:

Effective immediately, when preparing budgets for all grant applications to NIH/AHRQ, and any other agency limiting salary to the Executive Level II salary cap, applicants should employ this new cost cap for all personnel with a base salary over $221,900.

Award Management:

eRA Commons Account Creation Request Form

OSRA has created a streamlined process for department personnel to request eRA commons accounts and/or modifications to existing accounts. The form will ask users a series of questions to ensure OSRA has all the required information to create or modify an existing account.

Revisions to OSRA's Competitive Grant Review/Submission SOP

OSRA has issued a revision to its Standard Operating Procedure (SOP) for Competitive Grant Application Review and Submission. The policy has been updated to align with our current systems/processes and to outline expectations of review based on receipt date.

Changes to the Biographical Sketch and Other Support Format Page

NIH released NOT-OD-21-073 to introduce new requirements for Biosketches and Other Support submitted to NIH in grant applications, progress reports (RPPRs) and at Just-in-Time on or after May 25, 2021.

Congress and the major federal funding agencies have recently taken action to publicize and protect against the potential for Foreign Influence on Research Integrity at research universities and academic medical centers.
