In light of the COVID-19 pandemic, the NIH recently revised the requirements for preliminary data post-submission requirements for researchers preparing grant applications for the January 2021 council (Cycle II deadlines, beginning with applications submitted for the May 25, 2020 due date). NIH will accept a one-page update with preliminary data as post-submission materials for applications submitted under all activity codes, only if the Funding Opportunity Announcement used for submission allowed preliminary data in the application. One page of preliminary data will be accepted for single component applications or for each component of a multi-component application.
The Council on Governmental Relations (COGR), a national association of research institutions, has assembled extensive FAQs on federal agency guidance regarding the response to COVID-19.
Due to the recent COVID-19 outbreak the application due dates for the New York State Stem Cell Investigator Initiated Research Projects (IIRP) and Innovative, Developmental or Exploratory Activities (IDEA) are being extended to June 25, 2020 at 4pm.

The National Science Foundation (NSF) is accepting proposals to conduct non-medical, non-clinical-care research that can be used immediately to explore how to model and understand the spread of COVID-19, to inform and educate about the science of virus transmission and prevention, and to encourage the development of processes and actions to address this global challenge.
NSF encourages the research community to respond to this challenge through existing funding opportunities.

NIH further revised their late submission policy during the COVID-19 crisis NOT-OD-20-091
NIH understands that the emergency declaration related to novel coronavirus (COVID-19) will adversely affect many NIH applicants' ability to submit applications in a timely manner.
Therefore, all grant applications submitted late for due dates between March 9, 2020, and May 1, 2020, will be accepted through May 1, 2020.
Due to impacts of COVID-19, the DOD has extended some application due dates, see table below.
Requests for further extensions to the new deadlines will not be accepted. Please consult the modified Program Announcements.

NIH outlines administrative flexibilities applicable to NIH applicants and recipients where the entity is conducting research activities related to or affected by COVID-19. Affected entities are those that have been closed, or business activities have been hindered due to COVID-19 precautionary measures and/or illness. Affected entities will be asked to provide documentation to NIH describing effects.
