Per NOT-OD-26-062, effective June 1, 2026, all prime recipients must obtain NIH prior approval before adding a new domestic subaward to an active project when the subaward was not included in the original peer-reviewed and approved application.
The new prior approval requirement is intended to ensure that NIH is aware of all subaward activities for each NIH project, so that the NIH can monitor the prime recipient and ensure compliance with subaward monitoring and reporting requirements.
All prior approval requests must be prepared in coordination with the OSRA Grants Team and submitted through the eRA Commons Prior Approval Module using the "Other Request" option.
Please also note that, effective May 1, 2025, NIH no longer recognizes foreign subawards. Any foreign collaborations requiring subaward support must instead be submitted under PA-26-002 using the NIH's updated application structure for international collaborations (PF5).
