Export Control Training and Who Is Required to Complete It?
At Weill Cornell Medicine (WCM), all researchers and relevant personnel need to understand and comply with federal export control laws and regulations. This responsibility is shared jointly by both the institution and individual researchers, reflecting WCM’s commitment to legal and ethical standards in research and international collaboration.
Violations of federal export control laws—whether by individuals or the institution—can result in serious civil and criminal consequences. These may include substantial fines, imprisonment, suspension, or denial of research and export privileges, and exclusion from government contracts.
All WCM researchers, staff, and students engaged in export-controlled activities or international travel on behalf of the institution must complete export control training as directed by WCM policy. This training helps safeguard both the institution and individuals from unintentional regulatory violations, supporting WCM’s principles of open, compliant, and responsible research.
How is Export Control Training completed?
STEPS TO REGISTER AND TAKE ONLINE EXPORT CONTROL TRAINING
How to register for training:
1. First-time CITI users register with the CITI website
- Click on “Register”
- “Select Your Organization Affiliation”
- Follow the instructions to affiliate with Weill Cornell Medical College
2. How to add the export control course to your CITI account
- Log in to CITI by entering your Username and Password.
- Add the Export Control course
- From your Main Menu/ My Courses tab under “Institutional Courses”
- Select the “View Courses” box next to Weill Cornell Medical College
- If you do not see Weill Cornell Medical College as an option, then please select “Affiliate with Another Institution” before choosing the Export Control course.
- Scroll down to the bottom of the page and locate the box labeled “Learner Tools for Weill Cornell Medical College”
- Select “Add a Course” and follow the prompts.
3. Accessing CITI Training via WRG:
If you have access to WRG, please log in to WRG and on the right site menu, go to CITI Training, click on Show Courses for Weill Cornell Medical College: View all Courses, scroll until you find CITI Export Controls Course.
Which modules should you complete?
Once you have registered or logged in, you are ready to choose your course needs and learner group to begin the training. Introduction to Export Compliance (ID 16800) is mandatory for all other 10 modules listed below, which are highly recommended.

Additional Supplemental Training available
The U.S. Department of Commerce’s Bureau of Industry and Security (BIS) offers a series of online training seminars on export controls related to commodities covered by the EAR.
